Review of House of Lords investigative and scrutiny committee activity in 2021-22

The Lords Liaison Committee has published an overview of House of Lords investigative and scrutiny committee activity within the 2021-22 parliamentary session.

2021-22 saw the implementation of the second and final phase of the new committee structure within the House of Lords. 5 new committees and 1 new sub-committee were appointed.

  • Built Environment Committee
  • Environment and Climate Change Committee
  • European Affairs Committee and its sub-committee on the Ireland/Northern Ireland Protocol
  • Industry and Regulators Committee
  • Justice and Home Affairs Committee

There have been:

  • 615 committee meetings
  • 1048 witnesses
  • 1397 written submissions
  • 65 reports

in the financial year.

The Liaison Committee undertook follow-up inquiries on citizenship and civic engagement, the Equality Act 2010 and disability and the Licensing Act 2003.

Wide-ranging committee activity has included:

  • Legislative scrutiny of Bills before Parliament
  • Scrutiny of 29 international agreements
  • Inquiries on:
    o A national plan for sport and recreation
    o COP15 and COP26
    o Future funding of the BBC
    o Future Governance of the UK
    o Meeting housing demand
    o UK and China’s security and trade relationship
    o Youth unemployment
